Independent Monitor Joshua W. Martin III Releases Report Regarding Inmate Health Care in Delaware
Joshua W. Martin III has released a report in his role as Independent Monitor reporting on the progress of the Delaware Department of Correction (DOC) in satisfying the requirements of a 2006 Memorandum of Agreement (Original MOA) and the 2009 Amended Memorandum of Agreement (Amended MOA) between DOC and the United States Department of Justice (DOJ). The Amended MOA relates to prison medical and mental health care at the Howard R. Young Correctional Institution, and the James T. Vaughn Correctional Center, as well as mental health care at the Sussex Correctional Institution.
As Independent Monitor, Mr. Martin, together with the medical and mental health professionals who were members of the Monitoring Team, monitored the DOC’s compliance with the requirements of the Amended MOA. In addition, the Monitoring Team provided technical assistance as needed in order to assist the DOC with reaching or sustaining compliance with certain of the requirements under the Amended MOA. The report contains the results of Monitoring Team’s monitoring in June 2010 pursuant to the Amended MOA, and reports those findings within the framework provided by the Amended MOA.
